[foofus-tools] pwdump...experiment

I decided to take a punt and try something based on my theory that the
userID size of 256 (in LsaExt.c and PwDump.cpp) was excessive (giving an
array size of 320 bytes per user...)

I reduced this to 28 bytes...as none of my userID's are very long, given
that this should keep the theoretical array size about the same or less as
my estimate of just before it died...

Will post the results later...estimated run time is looking about 5-6 hours
at the current rate, but it could slow towards the end.
